Basing on the collecting foreign research papers on interlibrary loan and document delivery in recent years and compiling and summarizing them, this paper analyzes the following characteristics of interlibrary loan and document delivery in foreign countries： There are differences in national development. There are external competitive pressures come from business services sector, and the lack of studies based on using the license agreement.
