The Study and Construction of Chongqing Reporte Complaints Platform about Violations of Urban and Rural Planning

平台利用GIS、计算机电话集成(CTI)、自动呼叫分配(ACD)、交互式语音应答(IVR)等技术,以计算机网络通信技术为基础、以呼叫中心为核心、以规划空间数据库为载体,实现地理信息与违法建筑投诉举报信息无缝集成。平台从技术层面辅助违法建筑行政执法部门开展执法行动,同时畅通了违法建筑投诉举报渠道,为及时有效发现、制止、拆除违法建筑,维护公众对违法建筑整治工作的知情权、参与权和监督权提供了平台。

Based on computer and network communication technology,call center and space data base of planning,the platform utilizes geographical information system（ GIS）,computer telephone integration（ CTI）,automatic call distribution（ ACD） and interactive voice response（ IVR） to realize the seamless integration between geographic information and reported complains about illegal constructions. This platform,from a technical level,effectively sustains the administrative enforcement authorities to handle illegal constructions and smoothes complaints reporting channel. What＇s more,it provides a platform to discover,stop and dismantle those illegal constructions effectively and promptly and to preserve public＇s rights to know,to participate and to supervise the renovation work about illegal constructions.
