本文论述了标准复审的目的意义,讨论了标准复审的周期规律,建立了包含复审内涵的标准复审的程序关系和表格格式,论述了标准的常规复审方式和深度复审方式,详细阐述了标准复审要素的内涵,讨论了复审结论和意见的表达要点,论述了复审成果的应用方法。作者基于大量标准复审工作的实践和思考,对标准复审工作进行了方法论方面的提炼,形成了具有普遍适用性的标准复审方法。
This article discusses the purposes, significance and the period laws of standard review, establishes the procedure relations and table formats including review of connotations, expounds the routine pattern and depth pattern of standard review and the connotations for major elements of standard review as well as discusses the main points of the conclusions and suggestions of standard review and the application methods of standard review achievements. The methodology of standard review in the article is abstracted from the abundant practices and thoughts of the author, which has become a universal method of standard review.
