通过探究传统水库移民后期扶持监督管理体系的不足,引入"利益相关者零距离末端监督"的创新性理论,从监督视角、主体、内容、机制、条件和应用等多维度解读和阐释理论框架、设计末端监督工作规范和工作流程,为广东省水库移民后期扶持项目管理监督提供实践指南。

An introduction is made to the innovative theory of ＂stakeholder zero-distance and bottom supervision＂ through analyzing insufficiency of traditional post-relocation support for reservoir resettlement. Multidimensional interpretation is conducted to the angle of view, main body, contents, mechanism, condition and application of supervision. Explanations are given to the framework of theory. Working scope and flow path of bottom supervision are also designed. Practical guidance shall be provided for management and supervision of post-relocation support for reservoir resettlement in Guangdong Province.
