省直管县海南模式:困惑、抉择与省思

Hainan Model of Province-govern-county System:Confusions,Choices and Reflections

作为全国最早全面探索推行省直管县体制的省份,海南省经过不断改革,形成了独具特色的省直管县海南模式。20多年来,省直管县海南模式既有成功经验,亦有反思教训。在省直管县海南模式面临争议和困惑的背景下,如何评价海南模式的功过是非,如何抉择其未来走向,以及其启示省思等,都是需要直面的问题。从长远看,省直管县海南模式亟待从府际职责划分、合作机制构建、市县关系管理、配套改革等方面加以完善以砥砺前行。针对海南模式的分析表明,省直管县没有统一模式,关键在于结合实际,借助行政层级调整这一契机,合理定位政府职责并适时优化府际关系,推进府际治理,实现善治。

As the first experience to explore the implementation of province- govern- county system,Hainan has formed a characterized Hainan model of this system. In recent years,Hainan＇s province- govern- county system has experienced success as well as learnt lessons. At present,there exists arguments and puzzles on weaknesses of the system and painful process of reform. Besides,questions of where this system goes and what to draw from this model need to be thought carefully. Seeing into the future,Hainan has to improve the system from perspectives of supporting reforms,cooperative mechanisms,city- county relationships,to facilitate the implementation of province- govern- county system. The analysis on Hainan model shows that there is no fixed model of province- govern-county system. What concerns is taking the chance of adjustment of administrative level to adjust and optimize intergovernmental relationship,so as to promote poly- governmental governance and achieve good governance.
