摘要
以常州市新北区为例,从耕地保护角度出发,通过对耕地综合质量的评价来划定耕地空间红线。针对耕地红线划定要求,从耕地土壤质量、基础设施条件、区位条件和空间形态4个方面选取耕地综合质量评价的相关指标,构建耕地质量评价体系,分别评价了耕地质量各准则层,并利用指数法计算了耕地综合质量分值。在此基础上,根据最大相似原理将常州市新北区现有耕地划分为4个等级,通过分析各类耕地的综合质量特征,确定将一、二和三等耕地划入到耕地红线范围内。
From the point of view of farmland protection, the author demarcated the spatial red line of farmland in Xinbei dis- trier of Changzhou city through the comprehensive evaluation of farmland quality. According to the demands of demarcating farmland red line, we selected several relevant indexes from the aspects of farmland soil quality, infrastructure condition, locational condition and spatial pattern, and constructed the farmland quality comprehensive evaluation system. This paper evaluated all criterion layers of farmland quality, and calculated the score of farmland comprehensive quality by using index method. Based on these, this article divided the current farmland in Xinbei district of Changzhou city into 4 grades according to the maximum similitude principle. Through analyzing the comprehensive quality characteristics of different grades of farmland, we demarcated the grade-1, grade-2 and grade-3 farmland into the scope of farmland spatial red line.
