宅基地置换后农民的收支结构调查与政策建议——以苏州市工业园区淞泽社区为例

Survey on the Structure of Income and Expenses of the Peasants after Homestead Replacement and Some Policy Proposals:Take Songze Community of Suzhou Industrial Park for Example

苏州市工业园区淞泽社区是一个典型的宅基地置换后农民动迁安置小区.根据该社区居民收支结构的调查数据,进行相关统计分析后发现:社区居民人均年收入略高于苏州市城镇居民人均可支配收入,基本形成橄榄型分配格局,政府在宅基地置换后,对农民的就业、增收、社会保障等方面做了大量的工作,也取得了较为明显的成效.但问题也不少,主要有:贫富差距较大与中低收入者增收乏力、消费习惯和行为与城市生活不相适应、社会保障基本处于广覆盖低保障阶段等,仍需要政府的扶持与自身能力的提升,以不断提高宅基地置换后农民的生活质量.

Songze community Suzhou Jiangsu province is a typical one for relocated peasants after homestead replacement. Based on the data of the the balance of payments and the statistical analysis, we find that the average income of the residents in that community is slightly higher than the per capita disposable income of urban residents, and that the basic distribution pattern takes on the shape of an olive. The government does an evidently effective job for such peasants in employment, income increase, social security and other aspects. However, there are still some problems such as the large gap between the rich and the poor, weak income increase of low-income people, the incompatibility with urban life in terms of consumption habits and behavior, the low level in a wide coverage of basic social security, which still need the support of the government and their own self improvement to lift up the quality of their life.
