人力资本视角下的相对过剩人口问题研究

The Study of Relative Surplus Population Under the Perspective of Human Capital

相对过剩人口问题是资本主义社会不可避免的现象,也是社会主义市场经济和社会化大生产的必然结果。在面临刘易斯拐点的到来、人口老龄化加重的情况下,相对过剩人口依然是我国经济社会需要努力解决的难题。统计数据显示,近年来我国失业人数逐年增加,失业率一直居高不下。失业并不是社会发展真的不需要这些人口,而是因为这些人的知识结构、技术水平和身体因素使这部分人口不适合当前的生产方式而暂时性或永久性被淘汰。因此,论文从知识、技能、健康的视角全面分析当前我国相对过剩人口的原因,并提出相应的对策建议。

The relative overpopulation is an inevitable phenomenon in capitalist society and it is the inevitable result by socialist market economy and socialized production. In the face of the arrival of Lewis turning point and the population aging aggravating,the relative surplus population is still a difficult problem needs to be solved urgent in our society. Statistics data shows that in recent years,the number of unemployment has increased year by year and the unemployment rate has been high in China. Unemployment is not equal to that social development doesn ＇t really need these people,because of the knowledge structure,level of technology and the physical factors make this part of the population are not suitable for the current production temporarily or permanently. Therefore,this paper has analyzed the reasons of relative surplus population in our country from the perspective of knowledge,skills and health,and put forward the corresponding countermeasures and suggestions.
