辽宁省小型水库防汛报汛工作机制研究与实践

Study and practice of flood prevention and report working mechanism in small reservoirs of Liaoning Province

辽宁省通过开展小型水库库容曲线测算及特征值复核工作,准确掌握第一手水库工程参数;通过水利基层服务体系建设,完善小型水库管理体制;设置村级库管员,实现小型水库的全面巡查管护;通过开发建设辽宁省小型水库报汛系统,实现基于手机终端的水库报汛新模式,初步形成了小型水库防汛报汛管理合力,初步探索出符合实际的小型水库防汛报汛工作机制。

First-hand reservoir engineering parameters are accurately mastered in Liaoning Province through small reservoir volume curve calculation and characteristic value review. Small reservoir management system is perfected through water conservancy basic layer service system construction. Village-level reservoir administrators are set for realizing comprehensive inspection and control on small reservoirs. Small reservoir flood report system in Liaoning Province is developed and constructed for realizing new mode of reservoir flood report based on mobile terminal. Joint effort of flood prevention and report in small reservoirs is primary formed. Small-scale reservoir flood prevention and report working mechanism in line with practical condition are primarily explored.
