“免费摸奖”行为在经济、文化相对薄弱的农村存在较为广泛。由于其行为的欺骗性 ,使人们不容易认清其违法性。微观上给消费者和其它经营者造成损害 ,宏观上是对市场经济秩序的破坏 ,给社会造成新的不稳定因素。对此行为应依法制止 ,使其回到正确经营道路上来 ,维护消费者。

The action of drawing lots ‘free’ of charge exists much more widely in the rural areas as where the economy and culture are comparatively poor. Because of the deception of the action, many people cannot see its illegality clearly and easily. Microcosmically it does harm to consumers and other runners; macroscopically it destroys the order of market economy and leads to the instability of the society. To maintain the benefits of consumers, runners and governments, this action should be stopped according to the laws.
