摘要
食品安全分散监管与集中监管两种机构设置模式各有利弊。鉴于分散监管模式在我国广受诟病、分散监管向集中监管转型的世界趋势,国务院成立国家食品药品监督管理局,这成为分散监管向集中监管转型的契机,但目前集中监管机构设置仍需在集中监管职能和地方垂直管理方面进一步改革。
