西部农村农民组织化的意义、瓶颈与对策

Significance,Bottlenecks and Countermeasures on Peasant Organization in West China

推进我国西部农民组织化发展是全面深化农村改革的思路之一,理论上需要以马克思主义农民问题理论和新中国农业集体化实践的经验教训为基础,建构中国特色社会主义农民组织化理论体系,实践上需要弥补西部贫困地区农村农民组织化发展滞后的短板。目前西部农村农民组织化发展滞后,主要存在内生动力、人力资源、发展资金、治理环境、文化环境、体制机制等方面的制约瓶颈。推进西部农村农民组织化发展需要从增强发展动力、充实发展依靠、优化发展环境、改进发展措施等方面付诸长期努力。与西部贫困地区农村正在进行的扶贫开发事业相结合,农民组织化对于破解西部农村扶贫开发面临的主体困境具有重大意义。

Promoting the development of Chinese peasant organization is one of approaches to deepen rural re- form, which in theory needs to construct the socialist peasant organization theory system with Chinese characteris- tics, which should be based on the peasant problem theory of Marxism and the experience and lesson of new Chi- nese agricultural collectivization practice, while in practice it needs to make up the weaknesses of peasant organiza- tion development in the poor western rural regions. With the combination of the cause of poverty alleviation and development which is ongoing in the China＇s western poverty-stricken areas, the peasant organization is of great significance to resolve the subject dilemma confronted by the cause. At present the western rural peasant organiza- tion development lags behind, which is due to the main bottlenecks on internal impetus, human resources, devel- opment fund, governance environment, cultural environment, system and mechanism etc. To promote the western peasant organization development needs to put into long-term efforts from the aspect of strengthening the develop- ment impetus, filling up the development dependence, optimizing the development environment, improving the de- velopment measures and so on.
