摘要
建立公安特警转岗交流机制是强力推进特警队伍正规化建设的需要。目前该机制尚不健全,多数特警队员难以人尽其用地转岗交流,严重制约了特警队伍正规化建设,特警转岗交流机制亟需完善。学术界对该领域的系统研究还是空白。因此,在公安特警转岗机制构建必要性分析的基础上,以激励理论作为支撑,实践操作层面借鉴香港警队人员交流制度,系统构建我国公安特警转岗交流机制,具有重要的现实指导意义。
The establishment of SWAT transferring and exchanging mechanism is required by the promotion of the SWAT normalization construction. At present, the mechanism is imperfect, and many SWAT members felt difficult to be transferred and exchanged, seriously constraining the normalizing the SWAT construction. Thus, it needs to be improved. It left a blank in academic research. Therefore, basing on the analysis of the necessity of the SWAT transferring mechanism, taking the incentive theory as a support, borrowing experiences of the Hong Kong police in practice, it is significant important for us to set up Chinese SWAT transferring and exchanging mechanism in practice.
