西江流域航运问题浅析及对策建议

Analyses and Policy Recommendations for the Xijiang River Basin Shipping

随着国务院批复珠江-西江经济带发展规划,发展西江流域航运的战略地位进一步提升。依托西江流域推动珠江-西江经济带发展,打造中国中南、西南地区经济新支撑带,成为既利当前又惠长远的重大战略决策。该文基于实地调研,阐述了西江流域航运的基本情况,分析了西江流域航运存在的突出问题及其原因,并结合相关部门的实践经验,提出了促进西江航运发展,助推"一带一路"、珠江-西江经济带国家战略实施的对策建议。

The strategic position of development of Xijiang River Basin Shipping is being further enhanced with the approval of ＂ The Pearl River - Xijiang River Economic Belt Development Planning＂ by the state council. A new economic support belt in Central South and Southwest of China can be formed relying on the Xijiang River Basin to promote the development of the Pearl River - Xijiang River Economic Belt, which will benefit both now and the future. In this paper, we describe the basic situation of the Xijiang River Basin and analyze the outstanding is- sues and the related causes of the Xijiang River Basin Shipping based on the field research. In combination with the practical experience of relevant departments, we propose the policy recommendations to promote the Xijiang River Basin Shipping and to speed up the enforcement of national strategies, such as ＂One Belt And One Road＂ and ＂Pearl River - Xijiang River Economic Belt＂.
