Local Government Debt Risk Prevention and Its Relationship with Land Finance

近年来地方政府债务不断扩大乃至其可能引起的风险日益引起社会各界重视,而地方政府债务与土地财政往往具有密切联系。该文针对地方政府债务规模、时序变化、债务结构、债务投向等进行定量分析,进一步判断地方债务风险状况,及其对土地财政的依赖关系,为合理防控地方政府债务风险提供依据,并提出防控地方政府债务及其对土地财政依赖的政策建议。

Recently, local government debt has grown fast enough to become a national burden and an interna- tional concern. Local government debt tends to be connected with and finance. The paper quantitatively analyzes the scale, structure, orientation and sequential variation of local government debt, and further determines the situation of local debt risk and its dependency on land finance. It also offers foundations for reducing the risk of local government debt, and proposes some related policy suggestions.
