论榜样网络票选中的民意陷阱及规避

近年来,由于公民意识的日益主体化、网络平台的应用发展以及榜样宣传渠道的拓宽等原因,网络票选在榜样生成中被广泛采用。冷静审视,网络票选虽然是榜样生成中的一种民意体现,但由于盲目投票、行政拉票、恶意刷票等现象存在,造成了榜样网络票选中存在着"不理性"民意、"被动"民意和"虚假"民意等民意陷阱。为了规避这些民意陷阱,除了加强教育引导之外,更需要从技术和制度两方面进行完善,以保障榜样生成的公平公正,提高榜样公信力。

Recently, voting for examples through the network has been widely used in examples set- tlement, owing to increasing subjectificafion of popular will, the application and development and widening of the network platform. Although voting for examples through the network is the expression of public will in examples settlement, there are some bad phenomenons, such as blind voting, admin- istrative canvassing, and malicious ballots, etc. which causes public will traps in voting for examples through the network, such as irrational public will, passive public will, false public will, etc. In order to circumvent these traps and secure justice and equality of examples settlement to boost credibility of models, we should perfect the technology and system of the model settlement, as well as reinforce education and guidance.
