人口管理非治安化的思考

Reflections on Population Management without Police Involvement

人口管理是各项社会管理工作的基础,我国从古代开始,统治阶级就高度重视人口管理工作,形成了较为成熟的人口管理体制。新中国成立以后,公安机关作为人口管理的主力军发挥了十分重要的作用。我国的人口管理在很长一段时间内严格限制公民的自由迁徙,社会主义市场经济确立之后这种限制才有所松动。随着社会的发展,人口的流动不应再狭隘地被认为是影响社会治安的因素而由警察实施行政管理。实现人口管理非治安化代表了未来人口管理的发展方向,但现有条件下应该循序渐进,科学完成转变。

Population management is the base of social management. From ancient China, the ruling class highly paid attention to population management and formed a rather mature population management mechanism. Since the foundation of PRC, public security organs as the major forces play a very important role in population management. For a long period China＇s population management strictly restricted the free flow of population. After the establishment of socialist market economy, population management becomes looser in terms of population flow. With the development of society, the flow of population shall not be regarded as a factor influencing public security order and a task mainly carried out by police. The realization of population management without police involvement in due order is the developing trend of population management.
