摘要
中国国家石油公司改革已经成为我国油气体制改革不容回避的内容。借鉴挪威国家石油公司改革路径以及中粮集团改组为国有资本投资公司的试点经验,研究提出我国的国家石油公司改革路径选择,即把其母公司改组为商业性的国有资本投资公司,将已经上市的油气主业控股子公司打造为国际化的国家石油公司(INOC);改组后国有资本投资公司作为我国油气体制改革的实施主体之一,要依据改革的总体要求,对所投资的实业企业进行改革创新或重组整合。
Reform of China's national oil companies(NOCs) has become an unavoidable part of China's oil and gas system reform. On the basis of the reform methods of Norway's Statoil and the experience of restructuring China National Cereals, Oils and Foodstuffs Corporation(COFCO) into a pilot state-owned investment corporation, the suggested choice of path of China's national oil company reform is to restructure the parent company into a market-oriented state investment corporation and for the already publicly listed subsidiaries of the mainly oil and gas industry holding company to build themselves into internationalized NOCs(INOCs). The reorganized new state investment corporation would be one of the main implementers of China's oil and gas system reform, according to the general reform requirements of innovation, restructuring and integration underway at the invested industrial enterprises.
