摘要
深入分析技术创新政策调整的动因对于优化创新政策制定实施过程和提高我国创新政策水平具有重要的战略意义。从受全球技术创新的宏观调控规律影响、入世推动政府职能的战略性转变、技术创新政策应与WTO规则相协调、科技全球化迅猛发展以及不同国家创新政策的趋同性影响5个方面探析21世纪以来我国技术创新政策调整的策略与原因,找出发展前行的路径。
Based on in depth analysis of the motive of China＇ s technological innovation policy adjustment, it has important strategic meaning to optimize the formulation and implementation process of innovation policy, and improve the level of our country＇ s innovation policy. This paper analyses the strategies and reasons of China＇ s technological innovation policy ad- justment in the 21 st century from five aspects, which are the effect of macro - control regulation of global technological innovation, the strategic transition of government function promoted by China＇ s entry into WTO, the coordination between technological innovation and WTO regulations, the rapid development of scientific and technological globalization, and the influence of convergence for technological innovation policy in different nations.
