Under the double pressures of international trend and domestic mass movement, Japan began to pay a close attention to multiculturalism since the 1950s. However, the genuine intention of Japanese muhiculturalism concept is to strengthen identification of Japanese culture among different ethnic groups in Japan with the help of multicuhuralism. Under this influence, Japan neither recognizes minority schools as formal schools nor admits minority education up till now. This paper discusses the specific forms and the influence of muhicuhuralism concept in Japanese ethnic education policies and further analyzes the historical evolution as well as problems of the policies through an investigation of ethnic education policies of the Japanese government for Koreans in Japan after the Second World War.
