摘要 在借鉴广义DEA方法使用样本单元为参照标准对决策单元的效率进行评价手段的基础上,在决策单元内部产生样本单元,以保证评价中外部环境的一致性,探讨了一种基于广义DEA方法的铁矿资源开发利用效率的评估方法。选取年投资额为投入指标以及投入指标所创造的矿山企业利润总额为产出指标,并根据河北省2013年铁矿资源相关数据进行了实证研究,获得了关于河北省2013年铁矿资源开发效率在各县市之间的差异、以及造成差异的原因等方面的概要描述和评析。研究为基于效率的区域划分提供了一种比较科学的方法。通过实证检验表明,该方法在理论上和实践上均具有可行性。该方法可以有效地满足基于效率的铁矿资源开发利用区划的测算和评析,从而为提升铁矿资源开发利用效率、制定相关政策提供决策支持和参考。 This study explored an approach to assess the efficiency of the iron ore resources development and utilization based on the generalized DEA,which uses a sample unit,generated from the decision-making unit,as reference standard to evaluate the efficiency of decision-making unit,to ensure the consistency of the external environment in the evaluation process.This study selected the investment as the input indicator and the total amount of profit of the mining enterprises as the output indicators,and carried out an empirical study based on the iron ore resources related data of year 2013 of Hebei province,thus obtaining iron mine resources development efficiency differences between parts of the city of Hebei province in 2013,as well as a summary description and assessment of the reasons for the differences.This study provides a scientific approach to regional zoning based on the efficiency.The empirical results show that the method in theory and practice are feasible.This method can effectively meet the estimation and assessment of the iron ore resources development and utilization of zoning based on efficiency,thus providing decision support and reference for enhancing the development and utilization efficiency of the iron ore resources and the development of relevant policies.
