城市化运行模式转变与城乡收入差距收敛研究

The Study on Transform of Urbanization Operation Mode and Convergence of Income Gap between Urban and Rural Areas

伴随城市化的深入推进,政府主导下的外生型城市化运行模式问题逐渐凸显,城乡居民的收入差距也随之拉大,今后的城市化发展进程,应在有效实现外生型城市化向内生型城市化运行模式转变的同时,达到城乡收入差距收敛的根本目标。本文通过对城市化运行模式转变的深层次原因分析,认为内生型城市化是实现城乡收入差距收敛的新举措,并对城市化运行模式进行了国际比较,以此提出深化土地制度改革、深度革除城乡二元户籍制度、走新型城市化道路、实现同步型城市化及建立城市化成效的分享制度和再分配政策等转变城市化运行模式、实现城乡收入差距收敛等政策建议。

With the advancement of urbanization, the problem of exogenous urbanization operation mode under the lea- ding of government is highlighted gradually, income gap between urban and rural areas is also widened, urbanization should be in the effective realization from exogenous urbanization to endogenous operation mode in order to convergence of income gap between urban and rural areas. Through the analysis of the deep-seated reasons of urbanization operation mode, endogenous urbanization is the new measure to realize the convergence of income gap between urban and rural areas, as well as compared with the interna- tional urbanization operation mode, this paper puts forward that deepening the reform of the land system, getting rid of double ur- ban and rural household registration system depth, taking the new road of urbanization, realizing synchronization urbanization, building the sharing system of urbanization effective and redistribution policy are the policy suggestion to transform urbanization operation mode and convergence of income gap between urban and rural areas.
