城市基层图书馆建设现状与综合体图书馆的建立

Construction Situation of Primary-Level Library in City and the Establishment of Urban Complex Library

将城市综合体图书馆纳入公共图书馆服务网络建设体系之中,是全民阅读推广的需要。通过对江苏省13个地级城市的基层图书馆和城市综合体调研可以发现,国内城市综合体图书馆建立的有利条件为城市综合体具有文化服务的潜在因素、文化惠民政策创造的环境。城市综合体图书馆建设发展应做好规划建设,建立有效的政府保障机制和多方合作的管理运行机制。

The urban complex libraries are included in the system of public library service network construction, it is the need of nationwide reading promotion. Through the survey of primary-level libraries and urban complexes of 13 cities in Jiangsu province, we could find that the favorable conditions for urban complex library establishment is the potential factors of culture service for the urban complexes and their environment created by the cultural benefit policy. To build and develop the urban complex libraries, the planning and construction should be formulated, the effective government guarantee mechanism and operation mechanism of multi-party cooperation must be established.
