跨文化视角下美国情报失误实证研究

An Empirical Study on US Intelligence Failures from a Cross-cultural Perspective

情报分析人员使用的概念和意义绝非单纯个体的,而是特定社会文化的产物。文化是影响主体的重要环境因素,使得主体的情报认知活动具有了特定的文化属性和跨文化交际特征。从跨文化角度对朝鲜战争中美国情报失误进行分析,探讨情报分析过程中可能影响分析质量的文化维度,认为不同文化在价值观念、思维方式、沟通风格上的差异都可能成为"文化噪音",从而影响到情报分析的质量。因此,情报分析人员必须着力提高"文化情商",减少因社会文化认知所带来的情报分析失误。

The concepts and notions used by analysts are not individual but the products of a certain social-culture. As one of the important environmental factors which would influence the analysts, culture endows intelligence cognition with certain cultural attributes and characteristics of cross-cultural communication. This article analyzes the US intelligence failures in the Korean War from a cross-cultural perspective in order to explore different cultural dimensions which would affect intelligence analysis. It concludes that values, thinking modes and communicating patterns are all factors deserving analysts＂ attention in intelligence analysis.
