浅议萤石矿开发利用:以江西赣州为例 被引量:4

摘要 我国萤石储量丰富,位居世界前列,生产、消费为全球第一。然而,与发达国家和地区相比,我国萤石消费结构处于低端,资源出口的同时大量进口高端产品。随着我国战略性新兴产业的发展以及萤石应用领域的进一步扩展,国内萤石消费结构将逐步升级,届时萤石资源有可能成为我国部分新兴产业发展的瓶颈,超前优化我国萤石资源开发显得非常重要。鉴于此,本文在简单分析国内外萤石资源开发利用基础上,以江西省赣州市为例,分析了该区萤石资源分布、生产加工、综合利用等现状,剖析了萤石资源开发利用中存在规模效益不高、精深加工能力不强、资源后备基地不足等问题,从优化资源开发、提高资源保障能力角度提出了充分运用新机制、整合资源开发促进深加工产业发展、完善资源管理制度优化矿业发展环境、强化统筹协调机制共同推进产业转型升级等相关政策建议。 Our country has one of the world's richest plentiful deposits of fluorite and leads the world in fluorite production and consumption. However, compared with developed countries and areas, the fluorite consumption structure in our country now is in low state, and a large mount of high-end product imports despite of resources exports. With the development of our strategic new industries and expansion of fluorite application area,the consumption structure in China will be upgraded gradually. At that time, the fluorite resources will possibly be a main constraint factor to obviously that pre-optimization of the exploitation about parts of the new industries ~ development. It is our fluorite resources is quite important. In view of this, base on the simple analysis of fluorite exploitation and utilization both national and international, this paper, Ganzhou, Jiangxi Province as an example, analyses the current status such as the distribution, production processing and comprehensive utilization of fluorite resource, dissects the problems that the economies of scale is not high, ability of deep processing is not strong and lack of the reserve base in the exploitation and utilization of fluorite resources, From the perspective of optimizing resources development, improve the ability of resource security, we put forward some policy suggestions that making full use of the new mechanism, integrating resources development and promote the development of deep processing industry, improve the system of resource management optimization of mining development, strengthen overall coordination mechanism to promote industry transformation and upgrading.
