The Rural Elite and The Rural Environmental Governance

美丽乡村环境治理的效果不仅取决于各级政府是否有所作为,而且与乡村精英作用发挥的程度密切相关。在乡村环境治理进程中,乡村精英既是环境政策知识的积极宣传者、环境公共产品的重要提供者,又是乡村环境美化的居间协调者、环境利益的有效监督者。准确定位乡村精英角色,充分发挥其作用,需要不断完善村级组织管理体制、营造充实乡村精英队伍的社会环境,同时在构筑基层政府、社会组织、乡村精英和普通村民"多元互动"立体网络的基础上,建立科学合理的激励、补偿机制。

The effect of rural environmental governance is not only determined by the government at alllevels, but also closely related to the extent of the role played by rural elite. In rural environmentalgovernance process, the main provider of rural elite environmental policies are not only the knowledge ofthe positive publicity, environmental public goods and beautifying the environment of the ruralintermediary coordinator, environmental interests of the supervisor. The accurate orientation of rural eliterole and the full play of their roles need to constantly improve the village level organization managementsystem, create a substantial rural elite ranks of the social environment. Meanwhile, scientific andreasonable incentive and compensation mechanism should be established on the basis of the constructionof the multiple interactions stereo network of grass-roots government, social organizations, rural elite andordinary villagers.
