On the Cities' Development of Policy Oriented Agricultural Insurance——Taking Kaifeng agricultural insurance as an example

政策性农业保险是国家的一项民心工程、德政工程,它有利于落实好"三农"政策,使农民群众有效规避农业生产风险,从而增强防灾抗灾能力,促进现代农业发展与保障农民增收。河南省开封市自2007年开办政策性农业保险,一直在稳定推广与发展,它对切实保障农民群众的财产安全,减轻灾害给农业带来的负担,保证地方农业的可持续发展起到了积极影响。

Policy agricultural insurance is a national popular and benevolent project , it favors for the implementation of the policy ＂agriculture, countryside and farmers＂, which makes farmers effectively avoid the risk of agricultural production and enhance the ability of disaster prevention and anti disaster, promotes the development of modern agriculture and guarantees farmers＇ income. The policy oriented agricultural insurance in Kaifeng City, Henan Province, has been promoted and developed in 2007, it has a positive impact on protecting the farmers＂ property safety, reducing the burden of disaster to agriculture, and ensuring the sustainable development of local agriculture as well.
