摘要
中国与全球治理之间的关系需要回顾历史,需要面对现实,更需要设计未来。中国是全球治理的参加者,而且是全球治理的全面参加者,这是一个仍然在继续的长期历史进程;在这一过程中,中国越来越成为现存(旧的)全球治理体系的改革者,而且是主要的全球治理改革者。在全球治理的变革过程中,作为全球治理体系中的新兴大国,中国成为协调与老牌大国(包括美国和欧洲)的主要力量,在诸如G20这样的现成全球治理框架中,中国担当全球治理中的主要协调者。由于中国对全球治理的依赖将加深,而全球治理的供给则不足,中国需要发挥国际领导作用,担当21世纪的全球治理主要设计者。中国与全球治理之间的关系是最为复杂的,但却是可以说(定义、分析、规划)清晰的。
To define the relationship between China and global governance, people need to review the history, face the reality, and more importantly, design the future. China participates in global governance and participates comprehensively, which is an ongoing long-term historical process; in this process, China increasingly becomes a reformer of the existing (old) global governance system, and is the main global governance reformer. In the changing process of global governance, as the emerging power in the global governance system, China plays a major role in coordinating with the old powers (including the United States and Europe). In the existing global governance frameworks such as the G20, China acts as the main coordinator. Because China will be more dependent on global governance and global governance is in short supply, China needs to play a leading role in international affiairs and become the main designer of the 21st century global governance. The relationship between China and global governance is the most complex one, but it can be said that its definition, analysis, and planning is clear.
