湘西贫困地区村民自治的问题及发展对策

Problems and Development Countermeasures of Villagers' Autonomy in Poor Areas of Western Hu'nan

在湘西贫困地区村民自治现状调查的基础上,进行了村民自治问题探究、原因分析,并提出了村民自治的发展对策:实现乡镇治理与村民自治的科学对接,提高村民自治的主体意识,提高村民自治组织体系的履职能力,充分发挥其他农村非政府组织的作用。

Based on status quo surveys of villagers＇ autonomy in poor areas of Western Hu＇nan,problems and reasons of villagers＇ autonomy were analyzed. Development countermeasures of villagers＇ autonomy were proposed. They were achieving scientific butt between township governance and villagers＇ autonomy,enhancing villagers＇ self-government body awareness,improving ability to perform their duties for system of villagers＇ autonomous organizations,and giving full play to role of other rural NGO＇s.
