Promote Scientific Legislation and Democratic Legislation

党的十八大报告提出:"全面推进依法治国,需要加强科学立法、民主立法。完善中国特色社会主义法律体系,加强重点领域立法,需要拓展人民有序参与立法的途径。"科学立法和民主立法还处于健全和完善阶段。科学立法和民主立法中还有很多还值得去雕琢推敲。同时,科学立法和民主立法是不可分割。科学立法中有民主立法,民主立法中有科学立法,两者是不可分割进行的,立法过程和立法结构不可能只是单一的体现其一,必然是两者的综合体现。

The report to the 18th CPC Congress proposed that we should promote law-based governance of the country in an all-around way and make laws in a scientific and democratic way, that we should improve the socialist system of laws with Chinese characteristics, strengthen legislation in key areas, and expand channels for people＇ s orderly par- ticipation in the legislative process. Scientific and democratic legislation is still imperfect and worth a lot to refine. At the same time, the scientific and democratic legislation is indivisible, the legislative process and legislative framework must comprehensively reflect scientific legislation and democratic legislation.
