摘要
在人力资本理论框架下,人力资本的投资主要取决于个人的投资能力和对投资回报的预期。从员工和企业这两个最主要的人力资本投资主体出发,分析导致农民工在职培训投资不足的市场失灵因素。然后通过分析德国双元制培训体系的运行特点、组织特性等,找出德国双元制培训体系有效克服人力资本投资不足的关键所在。针对我国农民工在职培训存在的问题,提出了完善农民工职业培训体系的政策建议。
According with the human capital theory, human capital investment mainly depends on the individu- al's ability and expectations of return on investment. This paper analyses the reason of unsufficient investments in on -the -job training of Chinese migrant workers from the perspective of enterprise and employee. Using for reference of Germany solving the same problem through the dual training system, this paper discusses fun- damental difficult of present Chinese migrant workers' on-the-job training system. Some useful policy suggestion is given in the end.
