摘要
文章以科技情报服务为切入点,基于科技情报服务演进历程提出了"情报3.0"概念。从互联网+大数据背景下情报信息源的数据全息化、情报分析的方法集成化、情报生产的技术智能化以及情报推送的服务全纳化4个方面探讨了情报3.0的主要特征,并从以"情报即服务"为核心理念的协同服务能力、智能计算能力、预测预警能力以及平行控制能力4个方面阐述了情报3.0时代科技情报机构主要服务能力需求。
This paper takes the scientific and technical information service as the breakthrough point, puts forward the con- cept of intelligence 3.0 on the basis of scientific and technical information service evolution course. Under the background of the in- ternet and big data, the paper discusses the main features of intelligence 3.0 from 4 aspects, including data diversification of intel- ligence information resources, method integration of intelligence analysis, technology intelligence of intelligence production and in- clusive service of intelligence, and analyzes the main service capability requirements of scientific and technical information institu- tion under intelligence 3.0 from 4 aspects, including cooperative service capability based on the core concept of intelligence-as-a- service, intelligent computing capability, predictive warning capability and parallel control capability.
