我国科技信息机构学术交流工作现状及创新研究——新常态下TECPPA机制

Research on the Status and Innovation of Academic Exchange Service of Scientific and Technical Information Institution in China

当前,在我国全面深化改革的关键时期,科技信息机构即将进入新常态,这对学术交流工作提出了更高要求。文章分析了科技信息机构在体制机制改革、新型智库建设、信息技术发展、用户需求变化等方面的新常态,探讨了新常态下对我国科技信息机构学术交流的新认识,调研了我国科技信息机构特别是国防科技信息机构学术交流工作的现状和不足,最后从复合人才、支撑环境、协同机制、交流平台、精品成果、管理体系6个方面,提出了新常态下创新我国科技信息机构学术交流工作的TECPPA机制。

In the critical period of comprehensively deepening reform in China, scientific and technical information institution will face a new normal, as puts forward higher request to the academic exchange service. This paper analyzes the new normal that scientific and technical information institution will face, namely 4 main aspects of system and mechanism reform, construction of new think tank, development of information technology, and change of user demand. Then, the paper discusses the new under- standing of academic exchange of scientific and technical information institution in China in the new normal, studies the status and deficiencies of academic exchange service of scientific and technical information institution in China. Finally, the paper puts for- ward the TECPPE mechanism to innovate the academic exchange service of scientific and technical information institution in China in the new normal from 6 aspects, including composite talents, supporting environment, coordination mechanism, communication platforms, excellent products and administration system.
