公共文化服务体系中高校图书馆的定位与实现对策

Positioning and Countermeasures of University Library in the System of Public Cultural Service

在对国内高校图书馆开展公共文化服务现状调查的基础上,文章分析了影响高校图书馆开展公共文化服务的因素,认为定位障碍、服务理念障碍、法制障碍、体制与运行机制障碍、信息资源共享障碍等制约着高校图书馆公共文化服务的进程。通过对公共文化服务体系下高校图书馆的发展定位进行重新审视,最后从服务理念建设、法律制度建设、体制创新、服务内涵建设等方面提出高校图书馆开展公共文化服务的对策。

Based on the investigation of the development status of public cultural service in domestic university library, this paper analyzes the influencing factors of the development of public cultural service in university library. The paper believes that the locating obstacles, service idea obstacles, legal system obstacles, system and operating mechanism obstacles and information re- sources sharing obstacles restrict the development process of public cultural service in university library. By reexamining the position of the development of university library under the system of public cultural service, the paper proposes the countermeasures for de- veloping public cultural service in university library from aspects of service idea construction, legal system construction, system in- novation and service connotation construction.
