党的十八大以来,在习近平总书记的系列重要讲话中,对运用法治思维和法治方法推进党内监督工作,加快党内法规制度体系建设,不断提升党内法规质量和水平等内容进行了系统论述。其在理论基础层面,体现了继承性和创新性的辩证统一;在制度规范层面,体现了系统性和协调性的辩证统一;在制度执行层面,体现了权威性和严格性的辩证统一。这对新时期充分发挥法治在党内监督制度建设中的"重要引领和规范作用",推进国家治理体系和治理能力现代化建设,以依法治党推动社会主义法治国家建设具有非常重要的理论和现实意义。

Construction of legalization of inner-Party supervision is a demonstration of dialectical concordance of inher-itance and creation on the theoretical basis, systematization and harmony on the criteria basis, and authority and strictness in carrying out disciplines, which will be of great significance in an era for the Party to bring into full play its function of“impor-tant guidance and normative role”in inner-Party supervision, in promoting modernization of national governance systems and governance capacity. It will be theoretically and practically significant to promote the construction of socialist country under the rule of law with the Party administered by law.
