摘要
权力清单制度的实施,明晰了政府及其工作人员所掌握的权力及权力的运行流程,而责任清单制度的设置则进一步明确了政府权力来源的合法性、责任界限、责任认定等,有利于廉洁政府的建设。只有给权力赋予相应的责任,廉洁的政治环境才能得以构建。廉政清单是公民权利的有力保障,应包含以下内容:良好的政治局面、廉洁高效的政治制度、体现公共利益的政策以及廉政理念和廉洁文化氛围。在廉政清单营造的清明的政治环境下,有助于责任的落实,而责任清单的完善也有助于廉政清单内容的丰富,二者相辅相成,相互完善,共同发展。
The implementation of the power list system demarcates the power of the government and that of its staff. The setting up of the list of duties further confirms the legal source of power, clarifies the borderline of duties and identifies responsibilities, which is conducive to the construction of the clean government. Only when power is endowed with responsibility can the envi-ronment of clean governance be constructed.“Clean-government list”guarantees civil rights, which should take into its sphere an honest political environment, an effective and clean political system, policies representing public interests, ideologies of clean governance and clean cultural atmosphere. “Responsibility list”is also helpful to improve the integrity of the contents of the clean list, the two complementing, mutually improving and developing each other.
