随着3G、4G业务在全球的开展,数据传输业务成为人们经常使用的移动业务,通讯产品成为社会交往、业务往来的重要工具,人们通过通信手段的联系使得相互关系越来越密切。可是通信网络中各种不良信息的传播也越来越猖獗,它不仅占据了通信网络的空间,而且还扰乱了通信网络的公共秩序。文章通过对通信网络生态系统的分析,探讨通信自由与网络公共秩序之间的关系,总结影响网络公共秩序的相关因素,为建立良好的网络公共秩序、营造文明健康的绿色网络通信环境献计献策。

With the development of 3G and 4G services in the world, the data transmission service becomes the mobile service that people often use. Communication products become an important tool for social communication and business contacts. People are getting closer and closer to each other by means of communication. However, the communication of bad informa- tion in the network is also becoming more and more rampant, it not only occupies the space of communication network, but also disrupts the public order of communication network. The paper, by analyzing the ecological system of communication network, explores the relationship between the freedom of communication and the public order of network, sums up the relevant factors affecting the public order of network, and makes suggestions in order to establish a good network public order and create a civilized and healthy network communication environment.
