摘要
通过文献资料法和访谈法,对高危险性体育项目法律法规的政策保障、高危险性体育项目的管理模式、高危险性体育项目行政许可现状、高危险性体育项目职业技能鉴定开展现状、国家体育总局对高危险性体育经营活动采取的管理措施和各省市对高危险性体育项目的管理等方面进行研究分析,发现高危险性体育法律法规数量较少,还存在配套立法亟待加强、《体育场所开放条件与技术要求》亟需修订后颁布、高危险体育项目职业技能鉴定工作进展缓慢、行政执法力量薄弱监管不到位等问题,提出各省市做好配套制度的完善、推进高危险性体育项目职业技能鉴定工作的发展、加强对高危险性体育市场监管体系建设等方面的对策。
Through the literature consultation and interview, this article analyzes the sports laws and regulations policy guar- anteeing, the management of high risk sports mode, administrative licensing status, professional skill appraisal as well as the state＇ s sport general administration of sports activities in high risk sports management measures and management with high risk sports research and analysis in various provinces. It is found that there is fewer high risk sports laws and regulations and they need to be strengthened. Auxiliary legislation ＂sports venues open conditions and technical requirements＂ needs to be revised. High dangerous sports professional skill appraisal issued fall behind the schedule. Administrative law enforeement power problems persist such as weak supervision, unreachable designated position. It is put forward that the various provinces and cities shall perfect supporting system, promoting the high dangerous sports professional skill appraisal work, strengthe- ning tile development of high risk sports market regulatory system construction countermeasures.
