农村体育公共服务“以钱养事”供给机制改革困境与消解

Predicament and Digestion of “To Raise Money”Mechanism Reform of Rural Sports Basic Public Service

农村体育公共服务攸关我国体育事业发展大局。实践证明,计划经济体制下的农村体育公共服务供给模式已不能适应新时期的需要,机制创新与改革显得十分迫切。研究认为,"以钱养事"机制能有效规避以往机制的不足,既能发挥政府的主导性,又能充分调动市场的积极性。但"以钱养事"机制改革仍面临着诸多困境,如农村体育公共服务市场还未发育、遭遇改革阻力、经费不足、政府供给动力不足、农村居民体育需求表达机制不完善等。要进一步通过"上下联动",推进体育行政服务管理体制综合改革、加大农村体育事业性经费投入、不断拓展农村体育公共服务供给市场、增加农村体育文化传播渠道、降低农民参与成本,完善体育需求表达机制、大力培养农村体育服务人才等措施来使农村体育公共服务"以钱养事"新机制改革得以顺利推进。

Basic public service of rural sports in our country sports is considered as a key to sports development as whole. The fact is that supply mode of this service under the planning economy runs counter with the needs of the new era. There is an urgent need of innovation in mechanism. Research shows that ＂to raise money＂ mechanism effectively avoid the deficiency of the previous one. It could give full play of the government＇s leading role and fully mobilize the market enthusiasm. But ＂to raise money＂ mechanism reform is still facing many difficulties, such as unfulfilled development in rural sports public service market, reform resistance, funding shortage, lack of power supply from government, imperfect rural residents＇ sports demand expression mechanism and so on. It is, therefore, of great need to further through the ＂fluctuation linkage＂ and promote sports administrative service management system by comprehensive reform, to increase rural sports funds and investment serv- ice, and to constantly expand the rural sports public service supply market, to increase the rural sports culture dissemination channel, to reduce the peasants to participate in cost, to improve sports demand expression mechanism, to vigorously develop rural sports service measures such as talents to make reform of this new mechanism gain smooth propulsion.
