摘要
我国集体谈判的结构具有典型的"分散化"特点,绝大多数的集体谈判和集体合同都是企业层面的。对大量开展和未开展集体谈判企业的调查,反映出我国企业层面的集体谈判对职工工资等经济利益的改善并没有取得显著实效。考虑到我国当前的具体情况,可以建立"产业级集体谈判与企业级集体谈判相互协调"的集体谈判格局,在提高集体谈判"集中化"程度的同时,采取措施促进"分散化"集体谈判取得实际成效。
Collective bargaining structure in China is characterized by decentralization. Majority of collective bargaining and collective agreements are at the workplace level. Based on an investigation of implementation of collective bargaining in many enterprises, the outcome of collective bargaining is not prominent in ameliorating workers' economic interests. In the context of China, I argue that the combination of both industrial collective bargaining and workplace bargaining will be more effective, namely integrating centralization and decentralization.
