摘要
近年来,我国学校突发事件应急管理体系建设虽然取得了长足发展,在一定程度上有效避免或减少了突发事件的发生,但是在实践中由于人为因素导致学校突发事件发生的事例仍然大量存在,这与学校突发事件问责制的不完善有着相当的联系。基于此,通过对我国学校突发事件问责制现实困境的分析,"对症下药",以期建构能够回应现实需要的学校突发事件问责理论,实现对学校突发事件问责制的有效规制,进而为其规范化、制度化和法制化提供充分的理论支撑。
In recent years, management system of campus emergency has developed rapidly and quite a lot of campus emergency has been avoided. However, much campus emergency still frequently occurred for the poor human factors, which is closely related with plight of accountability system. Following detailed analysis of such plight, the paper suit the remedy to the case, attempts to build a practical accountability system, achieve effective regulations, and provide theoretical support for the standardization, institutionalization, and legislation of accountability system.
