摘要
实施创新驱动发展战略,实现经济发展由"要素驱动"、"投资驱动"向"创新驱动"的方式转变是我国当前面临的紧迫形势。创新的新时代特征和政府的体制机制弊病对政府职能转变与自身建设提出了新的要求。发展完善效能建设,从价值重塑、权力下放、权力制约、能力建设、考核监督等5个方面重塑政府,是实现创新驱动发展战略的可行路径。
It is urgent to implement the strategy of innovation - driven development and we have to change our current factor - driven and investment - driven economic model. Features of innovation are changing in the new era of innovation and there are many drawbacks in our government system, which requires governments＇ function transformation and efficacy construction. It is an effective way to realize innovation - driven development that we perfect efficacy construction by reinventing value construction, decentralizing power, restricting power, building capacity and improving evaluation.
