摘要
探索营利性和非营利性民办学校分类管理是当前我国民办教育发展进程中的重要课题之一。由于分类管理改革涉及诸多方面,一些难点问题在各地试点中逐步显现。主要表现在办学实践者对改革喜忧参半、办学回报诉求未得到明确回应、土地财税贷款等扶持政策落实难、落实办学自主权时遇阻滞、民办学校师生获得感不明朗以及基层对改革推进方式有疑虑等六个方面。准确定位改革难题是把握改革方向和提出针对性举措的必要前提和基本条件。
Since the issuing and implementation of National Mid- and Long-term Educational Reform and Development Planning (2010-2020) in 2011, classified management of nonprofit and for profit private schools has become an important issue in Chinese private education development. The reform is a complex systematic engineering that involves multiple policy elements. Along with the deep going of local reform experiments, the hot topics and sticking points decisive to the success or failure of the reform are clarified. Practitioners reported a mixed attitude towards the reform, and their expectations and demands of investment returns haven't been satisfied or responded. Government supporting policies on land, taxation and loan and credit are difficult to implementation; either is the autonomy of private schools. Due to system barriers, teachers and students in private schools have no access to protections and guarantees concerning their basic rights and interests. And the grassroots have been worried about the strategies government will use to promote the reform. To identify where the challenges are is necessary for putting forward pertinent measures.
