基层群体利益博弈与社会治理现代化研究

社会治理体系是国家治理现代化体系不可或缺的重要组成部分。基层群体关系优劣、群体利益协调与否、群体冲突水平都能见微知著地检验着社会治理的实效,深刻反映着社会阶层关系、社会思想脉动与社会行动趋向。在基层社区中,社区居民及业委会、物业公司、社区居委会等利益群体形成了社区群体利益的主要博弈方。要实现社区各利益群体的合作性博弈,应当从博弈资格与地位、博弈筹码与权力、长期博弈关系这三个层面来着眼,有利于缓冲乃至规避群体性冲突,实现"多赢少输"乃至"全赢"的治理实效。

Social governance system is an important part of the system of country governance modernization. The community groups＇ relationship,the coordination of colony interest and the level of group conflict,that all inspect the effectiveness of social governance. That profoundly reflects the relations of the social stratum,the pulse of the social thought and the tendency of social action. In the community,community residents and residents committee,property companies,community committees and other interest groups formed a major game player. In order to achieve cooperative game between community interest groups,we should focus on the qualifications and status in the game,resources and power of the game and long-term game relationship. That help to avoid group conflict and achieve efficiency of governance from ＂more win,less lose＂to ＂all win＂.
