环境承载力下降与经济转型双重压力下广西经济社会发展的路径分析

Path Analysis of Economic and Social Development in Guangxi under the Dual Pressures of Environmental Carrying Capacity and Economic Transformation

当前广西的经济增长与环境保护二者并不能实现"双赢"的发展模式,经济增长和环境保护之间的发展悖论,将是困扰广西进一步发展的强约束条件。经济发展与环境保护之间的矛盾是传统社会发展模式的一个重要症结,为解决这一症结,发达地区已为我们提供了一系列的发展战略对策。基于广西是后工业发展地区,经济发展总体仍较为落后,正面临环境承载力下降与经济转型的双重压力。该文通过对广西在"十二五"规划期间经济社会发展趋势进行分析,探讨了广西环境问题的经济根源以及经济增长与环境保护和谐发展之间的关系。并针对广西为实现"两个建成"宏伟目标上提出了促进经济增长与环境保护可持续发展对策。

Both economic growth and environmental protection of Guangxi did not achieve ＂win- win＂ development model. The paradox of development between economic growth and environmental protection will raze Guangxi in its further development as strong constraints. A big problem is that the contradiction between economic development and environmental protection is the traditional mode of social development. In order to solve this problem, developed areas have provided us with a series of development strategies. When it comes to Guangxi, the economic development is still relatively backward, and is facing the dual pressures of environmental carrying capacity and economic transformation. Therefore, this article makes analysis of the period of the Twelfth Five-Year Plan trend of economic and social development in Guangxi, discusses the relationship between the economic cause of Guangxi environmental problems and economic growth and environmental protection and harmonious development, and puts forth sustainable development strategy for Guangxi to achieve the grand goal ＂two establishments＂ of promoting economic growth and environmental protection.
