信息化已成为当今世界发展的时代潮流,同时也对推行电子政务提出了新的更高要求。《2006-2020年国家信息化发展战略》将电子政务列为我国信息化发展的九大战略重点之一,并提出电子政务的行动计划。黄委电子政务起步较早,提供了公文流转、行政审批等等服务,在工作中发挥了良好作用,成为黄委职工重要的工作平台。但经过多年运行和用户需求的不断增加,系统功能上已不能满足治黄工作要求。因此,加强电子政务能力建设,扩展应用范围和深度成为必然要求。
