The Exploration of UK E-lending Pilot in Public Libraries

[目的/意义]介绍英国通过电子借阅试验探索建立公共图书馆最佳电子借阅模式的方法,为我国图书馆开展电子借阅服务提供借鉴与参考。[方法/过程]通过网站和文献调研,分析英国公共图书馆电子借阅服务面临的种种困境以及英国政府部门引领相关行业共同合作,开展不同借阅政策下的试验项目所采取的诸多措施。[结果/结论]英国图书馆的实践经验对于我国开展电子借阅服务具有一定的指导意义。公共图书馆应积极与出版商沟通,灵活采用授权模式,拓展采购渠道,争取公平价格,为读者带来更多的免费数字访问内容,提升服务品质。

[ Purpose/significance ] This paper introduces the methods that were put in place to establish the best elending mode in UK public libraries through the e-lending pilot, providing a reference for the development of e-lending service for domestic libraries. [ Method/process ] Through website and literature analysis, this paper points out the difficulties of e-lending service in UK public libraries, presents a series of researching, planning and measures UK authorities have carried out under different lending policies by leading related parties. [ Result/conclusion] The practice and experience of UK libraries is a guidance for the development of domestic e-lending service. Public libraries should communicate with publishers positively and try more flexible licensing models, extend acquisition channels, get a fair price and provide more free digital access for the readers, to promote the quality of service.
