摘要
碳排放权交易是人类寻求有效减排方式的重要成果,关于碳排放初始权配置的研究对减少温室气体减排成本具有重要的意义。目前关于碳排放权初始配置的研究主要是围绕具体的配置方法和配置模型展开,且多数配置方法和模型一般以单个指标或影响因素作为配置依据,鲜有学者从系统角度出发来研究碳排放初始权配置。文章基于系统角度的研究方法,综合考虑各个影响初始权配置的指标,准确定位关键影响因素和指标,能充分体现碳排放初始权配置的公平、效率、可行、可持续发展等原则,从而为实现碳排放初始权的优化配置奠定基础。
The transaction of Carbon Emission Permits is an important accomplishment for human to seek good ways to reduce carbon emissions. The study of initial rights configuration of carbon emissions would be significant for dropping greenhouse gas re- duction cost. Current researches on the initial rights configuration of carbon emissions mainly revolve around specific con- figuration and allocation model, and most of the configuration methods and models are usually based on a single index or factor as the configuration basis, and few scholars study the initial right allocation of carbon emissions from the system per- spective. Based on the system perspective, considering the each impact index of the initial right allocation, accurate posi- tioning of the key factors and indicators can fully reflect the principle of equity, efficiency, feasibility and sustainable de- velopment of initial rights configuration of carbon emissions, thereby laying the foundation for the optimal allocation of ini- tial rights configuration of carbon emissions.
