工业园区生态文明案例分析及建设途径——以临沂经济技术开发区为例

Case Study and Construction Path of Ecological Civilization in Industrial Parks―― Taking Linyi Economic and Technical Development Zone as an Example

生态文明建设是我国缓解资源环境压力的重要战略决策,而工业园区是其建设的重要载体,如何在工业园区层面将生态文明理念转化为行动是一重大课题。文章在把握生态文明的定义内涵基础上,阐述了工业园区层面生态文明的表现特征,具体为经济稳定、资源高效利用、环境友好、生态意识高。另外,对临沂经济技术开发区的建设路径进行了分析及总结,从生态空间、生态经济、生态环境、生态文化、生态制度五个维度探讨了工业园区生态文明建设途径,对我国工业园区生态文明建设提供参考。

Ecological civilization construction（ECC） is a major strategic decision for relieving the pressures of resource and environment in China and industrial park is an important carrier to support the process of ECC, so how to turn the ideas of ecological civilization in the industrial park level into action becomes a key task. In this paper, on the basis of the definition and connotation of ecological civilization, the features of ecological civilization in the industrial park level is illustrated systematically, including economic stability, efficient resource utilization, being environment friendly, and high ecological awareness. Furthermore, the construction paths of ECC in Linyi Economic and Technical Development Zone are analyzed and summarized. The approaches of ECC in industrial parks are discussed from the aspects of ecological space, ecological economy, ecological environment, ecological culture and ecological institution, providing reference to the ECC in industrial parks in China.
