Public Policy Analysis of “Haze” Phenomenon

雾霾问题的频发,涉及到多种因素,关系到公民的环境权和政府的政策创新。依托公共政策问题构建理论解读雾霾现象,雾霾问题已然成为公共政策问题,界定雾霾作为公共政策问题具有关联性、主观性、人为性等特征。雾霾公共政策问题的科学构建步骤为问题的感知、问题的搜索、问题的界定、问题的陈述、问题的论证、误差的诊断及完善议程是应注意的问题。雾霾作为公共政策问题构建以及相关政策议程的建立与完善,可以为雾霾问题的研究提供不同的角度,为各级政府制定相关公共政策提供样本。

The frequent occurrence of haze problem involves many factors, such as citizen environmental right and governmental policy innovation. If it is interpreted by relying on the construction theory of public policy issues, the haze problem has become a public policy issue and therefore is defined with the features of relevance, subjectivity and artificiality. Scientific procedures of constructing haze as a public policy problem are composed by problem perception, problem search, problem definition, problem statement, problem argumentation, error diagnosis and issues for attention about agenda improvement. Study on how to construct haze as a public policy problem and establishment and improvement of relevant policy agenda can be considered as a different perspective for the study of haze problem and therefore be taken as a sample for development of relevant public policies by governments.
